Let researchers keep most of the equity in university spin-outs
Grows the economy by 0.01% by 2032, and leaves public debt broadly unchanged.
Who gains and who pays
Household cash incomes would be essentially unchanged. The gains are one-off rises in the expected value of spin-out equity, concentrated on about 3,000 academic founders (about £40,000 each on average, very unevenly) and about 10,000 angel and EIS investor households (about £4,000 each).
Borrowing is the total change over each forecast. Per household is the yearly cost (−) or saving (+) to every household of paying for that borrowing. Select a heading to sort.
